It's entirely possible that the specific color information exists for HENLEY and other WW1 US DDs (though I ain't saying where for now, as this is a future research project). In the absence of specific evidence, however, you can in good conscience do a bit of photo interpretation with the assurance that no one can tell you definitely that you're wrong. I've done a good bit of experimentation in the past, duplicating the performance of blue-sensitive and orthochromatic emulsions, and my comments are based on this. I've looked at the photo and concur that there are 3 colors. What are they? Well, the darkest COULD be black. Of course, on ortho film it could also be red (not yellow--that would appear as a dark gray). The middle tone COULD be violet, though the red content in violet should result in a darker gray tone in the print than we're seeing here. It could also be a lighter blue--something along the lines of Thayer Blue (remember, Thayer himself was a player in USN WW1 camo studies). The light tone almost certainly is white, or the most pale of blue-grays. So, go forth and have fun with your Paulding kit.
