I use a traditional adjustable ruling pen and unthinned acrylic paint, which when dry leaves just the hint of a raised line. For smaler scales, that is all you really need, especially if your paintwork can highlight the raised line. Dybrushing is good for this, but you have to keep it subtle! Otherwise it'll look like a patchwork quilt. Which, for modern vessels, might be just the effect you are after... Pavlov that suggests just two shafts and propellers. The same plan shows a rudder, but I can't tell from the plan if it's the only one or if it hides another one on the other side; I would bet, however, that there are two, since the rudder shown is not very large in relative to the size of the ship.
