I have done this on a number of cover images for my series of books, the Warship Pictorial Series. This was done as no color image was available, and quite frankly, color sells, so it is a "must have", especially on the cover of a book. Getting the water, sky, and flesh tones right is the easy part. Not really "easy", but that is information that is easy to get right, if you understand my meaning. Getting the colors of uniforms, aircraft, vehicles and ships correct takes research. I will try to look for that book, and take a look at it for myself. You will see the covers, of which numbers 13, 14, 15, and 17 are colorized black and white images. I did this in a very scientific method, trying to stick to known historical paint colors for the ships.
