The first photo is as she appeared after being completed and the second shot shows her in 1901. You are right, she only has two rungs on the railings and this is somewhat standard on most Japanese warships. Out of interest the only difference that I can see between the two photos is that in the earlier shot, which I think was taken just after delivery, both of the crows' nests are painted white but in the 1901 photo both of the crow's nests seem to be painted the same colour as the hull. (bit difficult to tell from a BW photo). The book that I am using as a reference is "The Imperial Japanese Navy" by A.J. Watts & B.G.Gordon.
