For those who have never tried to follow an item through the various stages a bill goes through from introduction to final approval - it is not easy! One item that does not appear to have survived this process is >> H.R.1815 National Defense Authorization Act for Fiscal Year 2006 (Engrossed Amendment as Agreed to by Senate) SEC. 1078. ESTABLISHMENT OF THE USS OKLAHOMA MEMORIAL. (a) Site and Funding for Memorial- Not later than 6 months after the date of enactment of this section, the Secretary of the Navy, in consultation with the Secretary of the Interior shall identify an appropriate site on Ford Island for a memorial for the USS Oklahoma consistent with the `Pearl Harbor Naval Complex Design Guidelines and Evaluation Criteria for Memorials, April 2005'. The USS Oklahoma Foundation shall be solely responsible for raising the funds necessary to design and erect a dignified and suitable memorial to the naval personnel serving aboard the USS Oklahoma when it was attacked on December 7, 1941. (b) Administration and Maintenance of Memorial- After the site has been selected, the Secretary of the Interior shall administer and maintain the site as part of the USS Arizona Memorial, a unit of the National Park System, in accordance with the laws and regulations applicable to land administered by the National Park Service and any Memorandum of Understanding between the Secretary of the Navy and the Secretary of the Interior. The Secretary of the Navy shall continue to have jurisdiction over the land selected as the site. (c) Future Memorials- Any future memorials for United States Naval Vessels that were attacked at Pearl Harbor on December 7, 1941, shall be consistent with the `Pearl Harbor Naval Complex Design Guidelines and Evaluation Criteria for Memorials, April 2005'. (d) MASTER PLAN- Not later than one year after the date of the enactment of this Act, the Secretary of the Navy, in consultation with the Secretary of the Interior, shall submit to the Committee on Armed Services and Committee on Resources of the House of Representatives and the Committee on Armed Services and the Committee on Energy and Natural Resources of the Senate, a master plan for operation and management of the site presently encompassing the visitors center for the USS Arizona Memorial, the area commonly known as the `Halawa Landing', and any adjacent properties. << At least I can't find it in the conference report! If anyone else can, I'd be glad to stand corrected. Normally provisions get dropped because of cost (not a factor here I don't think) or objections raised by the White House or a member of Congress (also not a factor here that I know of). That said, it makes a difference if veterans organizations and individuals express support for an initiative and emails to the American Legion, VFW, Congressmen and Senators help. If there's interest in doing so, I'd be happy to do a follow up with addresses or ways to easily get them.
